Recently,theInformationOfficeofShandongProvinceheldapressconferencetoinvitetheresponsiblecomradesoftheProvincialDepartmentofecologicalenvironmenttointroducetheevaluationoftheprovince's"fourreductionsandfourincreases"andthenewroundof"three-yearactionplanforfourreductionsandfourincreases"ofShandongProvince.Atthemeeting,itwasproposedthatonthebasisofa17.8%decreaseinchemicalfertilizerapplicationin2020comparedwiththatin2015,theprovincewouldfurtherdecreaseby3%by2023.
Theso-called"fourreductionsandfourincreases"meansadjustingtheindustrialstructure,reducingexcessandbackwardindustriesandincreasingnewgrowthmomentum;Adjusttheenergystructure,reducecoalconsumptionandincreasetheuseofcleanenergy;Adjustthetransportationstructure,reducethehighwaytransportationvolumeandincreasetherailwaytransportationvolume;Adjusttheagriculturalinputstructure,reducetheuseofchemicalfertilizersandpesticides,andincreasetheuseoforganicfertilizer.
Asamajoragriculturalprovince,Shandongnotonlyensuresnationalfoodsecurityandeffectivesupplyofimportantagriculturalproducts,butalsoinputsandappliesalargeamountofchemicalfertilizer,andthetotalamountofapplicationrankssecondamongallprovinces,regionsandcitiesinChina.ChuRuiyun,deputydirectoroftheDepartmentofagricultureandruraldevelopmentofShandongProvince,introducedthatthissituationnotonlyhastobedonetomaintainhighagriculturalproductioncapacity,butalsohasthefactorofinsufficientscientificfertilization.Firstofall,Shandongisamajorgrainproducingprovince,rankingthirdinthecountry,accountingfor8*-9%ofthecountry'stotalgrainoutput.Thepermuyieldofgraincropsis56.3kghigherthanthatofthecountry,andmorechemicalfertilizerisneededforcultivatedland;Atthesametime,Shandongisalsoalargeprovinceproducingvegetablesandfruits.Thefertilizerdemandofthesehigh-efficiencyeconomiccropsisequivalentto2-3timesthatofgraincrops;Inaddition,theextensivefertilizationmethodsinsomeareasandtheinsufficientpromotionoforganicfertilizerinsteadofchemicalfertilizerarealsoimportantreasonsforthelargeamountofchemicalfertilizer.
Since2015,especiallysincetheimplementationofthethree-yearactionplanof"fourreductionsandfourincreases"in2018,thenegativegrowthtrendofchemicalfertilizerapplicationintheprovincehasbeenmaintained.Accordingtostatistics,in2020,theapplicationamountofchemicalfertilizerintheprovincewas3.809milliontons(convertedintonetamount,thesamebelow),adecreaseof17.8%comparedwiththatin2015(4.635milliontons).ChuRuiyunintroducedthatontheonehand,heorganizedandcarriedoutthepilotactionofchemicalfertilizerreductionandefficiencyincrease,andpromotedtheactionofreplacingchemicalfertilizerwithorganicfertilizer,whicheffectivelypromotedtheimplementationofmeasuressuchasreplacingchemicalfertilizerwithorganicfertilizeronalargerscale.
Thenewthree-yearactionplanof"fourreductionsandfourincreases"proposestoreducetheapplicationofchemicalfertilizerby3%by2023onthebasisofa17.8%decreasein2020comparedwith2015.
Thenextstepistopromotetheapplicationofchemicalfertilizerreductiontechnicalmeasures.Collectsoilsampleswithfullcoverage,standardizesoilmeasurement,applyfertilizeraccuratelyandreducedosage;Continuetocarryouttheactionofreplacingchemicalfertilizerwithorganicfertilizerinadvantageousproductionareassuchasapples,protectedvegetablesandtea,guidefarmerstousemoreorganicfertilizerandreducechemicalfertilizer;Acceleratethedemonstrationandpopularizationofwaterandfertilizerintegration,improvefertilizerutilizationrateandrealizereductionandefficiency.Organizetheimplementationofchemicalfertilizerreductionandgreenplantingandbreedingcycleprojects.Wewillincreasetheapplicationofadvancedgreentechnologies,publicizeandguidethepromotionofweightlossandefficiencyincreasingtechnologiessuchasslow-releaseandcontrolled-releasefertilizerandplantingfertilizeratthesametime.Combinedwiththeimplementationofthegreenplantingandbreedingcycleproject,wewillintegrateandpromotethegreenplantingandbreedingtechnologymodeandstrengthenthereturnofmanuretothefield.
